Spending rose in seven out of 13 countries with available data

Declines were also reported by Germany, down 1.9 percent, Romania, down 1.1 percent, and Slovenia, down 2.8 percent.The largest gain was in Portugal, where spending was up 10.8 percent. That was followed by a 4.8 gain in Sweden, a 4 percent gain in Hungary and a 3.4 percent gain in Italy, the data agency for the European Commission said.
